How can positive sense RNA viruses be infectious without a viral capsid?

Polio is still infectious without a capsid.

How is this possible since the RNA by itself has no adhesins or receptors for attachment??

You are mistaken. The polio virus particle is made up of 4 capsid proteins VP1 - VP4.
