Yes, they can. Infact I have caught thousands of rar files with viruses. The best thing to do it, whenever you have a rar file, before opening the file do a virus scan on that file. If it is a virus, then you just delete it. That's how simple it is. I love rar and zip files because exe files are executeable and they can open without giving you a choice.
